An agriculture degree instead of a finance degree--makes some sense to me

A recent article by Alex Rosenberg (of course forwarded to me by my father who retired from agriculture field), argues that real goods are going to be much more important than speculative goods in the future.  Precisely, Rosenberg argues that fields like finance are going to be less pivotal than fields like agriculture. He captures this in his article:

 "We are going to be trying to feed 9 billion people by 2050 with the same number of acres of arable land," said Timothy Burcham, dean of agriculture and technology at Arkansas State University. Calling that task "overwhelming," Burcham notes that "the opportunities for a person that has a graduate degree in agriculture are great now, but they are going to be really, really excellent going into the future."
The article (and the argument) have some staying power with me.  By my own admission, I have always thoughts that great mind power should be applied to public policy issues:  education policy (of course), food policy, energy policy . . .

This is what a hero looks like: Tuff, a school clerk, dissuades the gunman at a nearby (to me) Atlanta school. Watching the footage yesterday of the babies running from the building completely tore my heart. Very happy all were safe.

[Summer Opportunity] 2013 Policy Leaders Fellowship

Colorado State Senator Mike Johnston is offering an opportunity to attend the 2013 Policy Leaders Fellowship.

According to several sources of information (MikeJohnston.org, Denver St-Cloud Public Schools website, and Ga Tech advertisement):
Seeking Undergraduates, 1L and 2L Law Students, and Graduate Students for 30-50 paid (stipend will be approx. $2000), 6-week Urban Leader Fellowships in Denver, Memphis, and possibly other areas.  
Hiring projections are for 20-25 Fellows in Denver; 6-10 Fellows in Memphis; and possibility of 6-10 Fellows in additional regions.  Fellows will work half-time on high-level policy projects with an elected official.  They will also work half-time alongside community partner organizations.
Denver fellowships are available in 6 areas:  Education, Energy, School Finance, Health, Judiciary, and Transportation, and past community partner organizations have included  Denver School of Science and Technology, Denver Public Schools, Colorado Department of Education, Prodigal Son Initiative (anti-gang violence non-profit), Education Reform Now, Teach for America, Stand for Children. 
Memphis Fellows work on a project-basis, typically in areas such as affordable housing, urban blight, and community engagement; past community partner organizations have included Stand for Children, Memphis Chamber of Commerce, Tennessee Department of Education, and Achievement School District. 
Fellows’ assignments during community partner placement will vary, but all work will be substantive and meaningful for organization.  Fellows working at a school site might run a summer school program or conduct data analysis of student outcomes, while Fellows at non-profit might draft strategic plans for a project or conduct a special research project.  Candidates may indicate location preferences (if any) and issue area preferences during the application process.

"That's not my Job, YOU teach That"

In the headlines yesterday is an article in the Washington Post about how Common Core State Standards are being misused -- wow, breaking headlines.  Sense my sarcasm?

The rift between policy and practice is deep, wide, and well-documented.  My most fond experience in law+graduate school was walking between campuses (literally) attending education policy-focused discussions at the law school, the education school, the policy school, and (even) the business school.  Those conversations talked past one another.  Every time.  There were such disjointed starting points, that it became very obvious to me how this policy-practice ravine began and why it persists.

Yesterday's latest, on how the curriculum standards for English Language Arts  require more nonfiction texts and the burden that is being placed on English teachers specifically, is but another example of what happens when worlds don't collide.

The article's main assertion is that the new common core standards in English require more nonfiction, rigorous texts that can appropriately be spread across teaching subjects.  It asserts that teachers from other subject areas (non English Language Arts teachers) are hesitant (if not opposed) to increase the teaching of nonfiction texts in their subject areas.  So, in practice, English Language Arts teachers will be forced to cut poetry, fiction, or some other beloved, endearing text to replace it with government reports.  (I'm summarizing and paraphrasing here.)

Voters in Georgia Passed the Charter Schools Amendment, and then the Hype was Gone

One of the initiatives on the voting ballot this November was a proposed Amendment to the Constitution of the State of Georgia.  The Amendment, aptly named the "Charter Schools Amendment," read as follows:

 - 1 - 
Provides for improving student achievement and parental involvement through more public charter school options.

"Shall the Constitution of Georgia be amended to allow state or local approval of public charter schools upon the request of local communities?"



Of course, many complained about indirect and ambiguous language.  Aside from the obvious critique that "improving student achievement and parental involvement" is being directly linked to "public charter options" (I've seen the research-- in some cases this assertion is true and in others it is not so accurate), the language also fails to distinguish the new addition to the Georgia Constitution-- that the state (or a state board of representatives) would be authorized to approve public charter schools separate from (or perhaps in an appellate capacity) local approval processes.  Now, the state authority to approve charter schools that would operate in local districts is what all the hoopla was about.  So, let's cut to that.

Georgia voters approved the Amendment with results of approximately 58% to 42% (or 58.5% to 41.5% depending on who you consult).


Those that Vote "Nay"
National education voices, like that of Diane Ravich suggested that the measure would ultimately "gut local control."

Other local, Metro-Atlanta columnists agreed that a NO vote on the Charter Amendment was deserved for at least 10 reasons.  See also this article on the 8 Myths of the Proposed Charter Amendment.  Persuasively for some, even the editorial board of the major state newspaper published a piece urging a NO vote.

Those that Vote "Yay"
The Vice President of the Georgia Charter Schools Association had this to say.  Further, there were even reports that President Obama supposedly supported the Amendment (which would fall in line with the President's education "Blueprint" plan (old and new) that has been a mantle piece for some time).

And the Rest...
Still other journalists tried to distill the issues for voters.  Even in my hometown of Athens, Georgia, which I lovingly remember as having an activist/involved education population, there were open forums and discussions on both sides of the issue.

More than Just Georgia
According to the New York Times, here's more on the political breakdown:
  • "Alice Walton, the daughter of Walmart’s founder, Sam Walton, has contributed to campaigns supporting the measure"
  • "several companies that manage charter schools, including K12 Inc., Charter Schools USA and National Heritage Academies" supported
  • "committees supporting the ballot measure have collected 15 times as much as groups opposing the measure, according to public filings."
 A Mixed Bag
Many tried to cast Amendment 1 as a partisan issue, but I believe it is a bit more complicated than attaching an "R" or "D" label.  (I acknowledge that Republicans were supposedly responsible for the language of the Amendment.).  Evidence shows that some Democrats joined Republicans in support of the Amendment.
"conservatives who typically champion decentralized government are giving the amendment full-throated support. Meanwhile, some Tea Party members have joined Democratic legislators, including State Senators Jason Carter and Vincent D. Fort, in opposing the measure. The state’s school superintendent, John D. Barge, a Republican, has come out against it as well." (NYT)
Further, as the creation of Democrats for Education Reform attests, the policies of U.S. education splice creed, regionalism, and background.  I could continue with the examples, but I think you get the point.


So what's my point?
Well, my point is that there was all this political speech-- ads for a YES vote, ads for a NO vote all over the airwaves on this issue.  Even among my friends, there were chatty talks about "the future of public education in Georgia."  But now?  Radio silence.  I hear not one chirp, besides the articles that I am digging up for this blog post, about what the passage of the Amendment means for Georgia charter schools-- and Georgia schools more broadly.

And, I would like to hear more.  I'll keep you tuned.

[TEASER ALERT] Excerpt from my Master's Thesis, CRITICAL INCIDENTS IN EDUCATION: USING REFLECTIVE PRACTICE TO CREATE SUSTAINABLE SOLUTIONS AFTER A SCHOOL DISTRICT CHEATING SCANDAL


The following writing is excerpted from the beginning pages of my Master's Thesis submitted to the Professors and Administrators of the Harvard Law School and Harvard Kennedy School Joint Degree Program in Law & Government as part of my Integrated Written Work Requirement. Abstract
Atlanta Public Schools is in the process of adopting more functional administrative policies in response to the system-wide cheating scandal that caused national attention last year.  This research is offered to help the new APS administration fill a potential gap in input from key stakeholders.  It argues that policy solutions must be grounded in Atlanta-specific contexts so that they are sustainable even after administrative leadership changes.  By applying the critical incidents technique to field interviews within a larger reflective practice framework, three key insights emerge about the scandal and potential solutions are proffered to the district.

Which ideas and policy proposals should be translated into ESEA reauthorization (NCLB) legislation? How does that happen?

An evaluation of ideas from Scott Abernathy, No Child Left Behind and the Public Schools (2007).

Money, resources, efficiency. Abernathy writes that money matters such that “careful thought into where it goes and on what basis it is handed out” become important (p. 133). An ambitious proposal would be for local education agencies (LEA) to encourage cultures of efficient spending to stretch each federal dollar farther—but this is more of a policy opportunity than a legislative proposal.  However, this might be done legislatively by larger appropriations for technical assistance to LEAs and through guidance that encourages LEAs to let accounting and budgeting contracts to companies that can partner with the school district central offices.  (Abernathy echoes that rewards (and resources) “should be both financial and bureaucratic” (p. 134).)

Expanding charter advantages.  Abernathy takes the ideology of choice and charters head on in boldly suggesting “we should consider extending the bureaucratic advantages of charter schools to all public schools” (p. 137). I think this suggestion is worth policymakers really considering for several reasons. First, because it does call into question why traditional public schools that house high-need student populations should bear burdens other schools don’t.  Secondly, because it would ironically create real public choice in the market, as traditional schools are unhinged to actually compete with charter and private counterparts.  And, thirdly, because it would require a serious analysis of whether the fewer burdens on charter schools have produced the raving results people often associate with them—whereas researchers and education policywonks acknowledge the mixed results (Abernathy, p. 136). I read what Abernathy proposes, however, as different from the flexibility for local schools rhetoric that some Congressmen have displayed. Instead, he is asserting that accountability still be in place but bureaucratic requirements lessen (whereas some congressional proposals use the term flexibility to reject some accountability measures altogether). Upon consideration, however, it appears that this proposal might actual bifurcate political groups—especially those that position themselves in favor of public choice but fundamentally against traditional schools or those that rely on teacher unions because unions contracts may strain school flexibility in some areas. 

Assessment of Managers as part of school culture.  Abernathy hits the nail on the head when he notes that teachers’ assessments of principals regarding school performance is needed in NCLB modifications (p. 139). Let’s call this a school culture metric.  Since much of the performance-accountability structure is adapted from private sector metrics, Abernathy’s observation points out a fatal lack of fidelity to accountability models. “It is difficult to imagine a private-sector system that fails to incorporate subordinates’ assessments of their managers in assessing whether those managers are performing adequately” (p. 139). I concur! Teacher retention data attributable to school management practices might be a part of the school culture performance metric as well.  Perhaps this can be done legislatively by including teacher satisfaction surveys with leadership as school culture metrics, which are but one of the many achievement indicators (alongside traditional indicators like graduation rates and student test scores).

Snippet from my Personal Statement for law school, (four years ago)

It is quite risky to post what you believe, but at the risk of being vulnerable, here goes.  It's almost 2012 and I have always looked back to what I've done and who I've been to fine tune my future.  Thought I'd share my thoughts from four years ago.



If I fail them, then I fail at life.
My work had become just that serious. I opened my classroom door to the faces of five seven-year-olds waiting for their first glimpse of “teacher,” post-Winter Break. They scrambled in, hung their backpacks on their hooks, got out their materials for the day, and took their seats. Learning to execute just those things had taken us until the end of September to perfect. Amazingly, after a one-month vacation, my students remembered our morning routine and did it flawlessly. Even as the rest staggered in, not a single child went looking for a pencil, forgot his or her holiday “get-smart” homework packet, or asked me to read the directions for the beginning activity. The room was silent. And as they diligently wrote in their journals, I monitored them, doing my best to choke back the tears.
The pride I felt in that moment fueled my commitment to teach for the next eighteen months. My December holiday had been spent analyzing reading unit assessments, math performance projects, and writing samples. The results showed phenomenal growth. My class of predominantly African-American and Latino children had improved an entire grade level in literacy in only five month’s time. These students had transformed into a new group of children now infused with perhaps the greatest source of renewable energy any child has available to him: the motivation to succeed. That January, I knew I had to do everything I could to prepare them for our first high-stakes standardized test in April.
Those first moments still resonate deeply with me. Each day, my students “got smarter” because I taught through their deficiencies and beyond my own self-expectations. We strengthened one another: they worked hard to learn because I worked hard to teach. I saw myself in their little minority faces and knew they needed to see an African-American woman working just as hard for each of them.  By the end of my two years, my two separate classes outperformed projections for their underprivileged socio-economic backgrounds.

Educators are People, too.

One of the top reasons why I think education could benefit from organizational culture literature is captured by this blog post in Education Week: "10 Reasons Your Educators are Resisting Your Change Initiative."  Educators are people, too.

I was reminded of the humanity and "regular"-ness of teachers when I visited my old school a couple of weeks ago.  I heard people continually satisfied with the progress of their students.  I heard people continually frustrated by the oversight and underappreciation.  I heard teachers sound like employees in other organizations-- wanting the basics of transparency, agency, and respect.  It cemented my thoughts that leadership is really powerful (and can rob shining stars from their brilliance over time).

On Autonomy, Scalability, and other nonsense words of the graduate student life


Hardly one education policy class goes by without hearing the words "autonomy" and "scalability." The two usually appear in fantasy sentences such as "teachers need more autonomy in their classrooms" or "I think we should consider the scalability of that model before we adopt it." I try not to roll my eyes when it comes out—because it always does, I really do try to be helpful in the discussion. But, there's always that one student—no "one" in particular but "one" all the same—that, trying super hard to sound very smart, interjects with one of the above choice words and then settles back into his or her seat smugly as the rest of the room considers the ridiculous proposal as though it was said by Dewey himself.

Here's what gets me:

Autonomy sounds great… but pursued to its fullness… means probably the very opposite of the point the student is trying to make. (I use "trying" lightly.) When a statement such as the one above is made, "teachers need more autonomy in their classrooms," what I hear the student trying to say is that teachers feel powerless and out of control in a sphere that was designed especially for them. That on their very throne, teachers feel/are-made-to-feel that they aren't worthy of the title they have been given to wear. Teacher as educator. Teacher as instructor. Teacher as leader. Teacher. I empathize with those feelings. I've felt/been-made-to-feel the same humiliation. But I don't think that the tag word "autonomy" is what teachers are really after. "Autonomy" is simply the new "it" word for academics discussing education or graduate students trying to sound insightful. Instead, what I think captures that desire to be appreciated are words like "respect," "contributor," "decision-maker," or "support." Of course, those words don't fit as easily into the same sentence. Any of those words requires that the sentences be restructured to actually mean something or to actually contribute a solution to the discussion. It would be vocalizing that "teachers need to be treated as co-equal decision-makers about how to structure the learning in their classrooms" or "teachers need to be respected when they offer evaluations of students' needs" or "teachers need to be consulted on school policies regarding instructional practices and viewed as policy contributors in best ways to structure curriculum" or "teachers need more instructional support to increase the efficiency of classroom procedures." Any of those will do. But "autonomy" alone is insufficient for me for some reason. What I want to instinctively ask is "autonomy over what?" but then I become the dissenting thorn.



In fact, I would argue that teachers do not want complete autonomy! Most teachers, I would argue, want to know that when they push the little intercom button, someone will be at the other end to address what the teacher needs and (gasp) provide it for them. Most teachers, I would argue, want to know that if they are having "difficulty" with an individual student, they will have a chain of command that will "assist" by diffusing the situation, providing extra monitoring or momentary relief, removing the student, or giving quick professional coaching on how to handle the "situation." Most teachers, I would argue, do not want to have to provide all the supplies in their room (though they often do) or be the only one responsible for restocking the pile when items run low. Most teachers do not want to clean up the "accident" on the floor, the "boo-boo" on the skinned knee, or the pools of water from the roof when it rains. I could go on with my lists, but I think you see my point. It is simply to say that "autonomy" means many things: self-governing, directing oneself, and freedom are among those things. But, I highly doubt that teachers truly want to be left alone in their classrooms to fend for themselves or to make their own ways. Teachers want control over their spheres—just as most professionals enjoy—without the controlling mechanisms that employees and servants are subjected to. Teachers are employees of the school system… not of their administration. The frustration is real, but so is the distinction. So, to use "autonomous" as a word a student is encouraged to throw out into a graduate level conversation without some background statement or context does a disservice to the conversation, to the student and the class, and to my eyeballs until I learn better to control them.


 

We're here for solutions people! How can we get them if we continue to say nothing….?


 

Next on the chopping block?: "Scalability" and how its paternalism and indefiniteness make me unable to take it seriously…

Why Education Needs Teachers More Than Ever

This is not about hiring more effective teachers nor is it about pay-for-performance.


This is not about the achievement gap.


This is not about ensuring that we can "staff" our schools and that each child has someone to teach him or her.


It's not even about the instrinsic value a teacher brings to the classroom.


This is about why, more than ever, policy makers NEED teachers and why teachers NEED to critically analyze (and embrace) significant education research.


I will do my best to make this as generalizable as possible. But, in an effort to be as transparent as possible, it must be understood that my plea cries from not only the academic background I've been exposed to, the professionals I've dialogued with, the policy reports and findings I've read, or the environments I've worked in or have knowledge of. Combined in my statements are deductions from what I've felt around me, from what I've seen, and from what I know-- very concretely-- to be true.


Right there I've lost half of the readers. My appeal to authority has been undermined because I introduced conditions that are outside of objective, data based, or quantitative conclusions. I violated the Harvard-iron-clad law of "substantive argument." That I use my gut isn't good enough. At the least, I would be asked for my antecodotal notes. I need a central thesis, literature review, findings, results and analysis before I make my ultimate judgement. Sorry readers, I don't have any of those. Again, I've lost some.


But those whom I've lost probably wouldn't have accepted my plea anyway.


Actually, it's exactly "those people" who create the environment I'm suggesting we abolish. It's those people that (no matter how politically vulnerable it will make them if they were forthcoming) cringe everytime someone identifies herself as a "teacher." Those people-- these macro-level, policy analyst, think-tank professionals, education-reform stamped experts-- "know better" and "know more" than any teacher would, even though teachers, of course think that they have all the answers. I'm harsh. But I'm precise.


I understand that each education program or social innovation geared toward making improvements in education falls short of its gains. I even get the fact that identifying oneself as a Teach For America alumna builds a barrcade that's extremely difficult to overcome successfully. I even agree, in some cases, why these programs, entrepreunerial endeavors and movements should be challenged. What I don't get is why one's experience in the classroom isn't relevant to policy. Why interfacing with the same children that others count in a sample isn't as significant as the data trend that child produces. I don't understand why there is teacher-aversion.


It sickens me, as it would presumeably sicken any onlooker who's been at the dinner table in both houses, to be a part of a conversation where both policy maker and practioner sit together and dismiss the other.


To be skeptical, yes. To be synical, no. Big no. Brash disjointment is unacceptable when we have children not learning. They don't have time for adults to make themselves play nice or respect one another. They don't really have time for much.


Education policy makers NEED teachers now more than ever.


Perhaps I will develop this argument out further, and the implications of what I am saying, and most importantly, for what I am proposing and what it means for each party. I will list why I think teachers need to be given education policy professional development through university-leave opportunities after the first five years of teaching. And why I think education policy makers need to be recruiting, in high volume, teachers to fill in the seats around their idea tables and to be part of their research evaluation process. And, to get to my purpose in all of this, why every education policy maker or reformer needs to step into a classroom.


Best case scenario? If you wanna make decisions regarding education policy, you need to have taught for at least two-years. Because (and don't believe anyone who tells you otherwise), you don't really know unless you were there.


So, maybe I'll accept comparable education experience. Perhaps you were not a teacher in a classroom, but you have acquired comparable insight which includes being responsibile for implementing the policies you proscribe or support. Not through research or volunteerism, but something that has punitive and biting consequences. Again, still have to flesh this one out. I'll accept coverletters and counter-arguments until then.

Reflections of First-Year Teacher

He steals. At six-years-old, this boy can look me in the eye and tell me that this new-found pencil is his, and then proceed to tell me how he came to be associated with the utensil. I suppose at that age I thought that I, too, was witty. It began with stickers: motivational, encouraging stickers that I used as a behavioral system. I would endow them to the rightful recipient, and—sometimes even in a day’s time—they would disappear from the chart mounted on the student’s desk, never to be seen again.

I’ve caught him. Twice, thrice… several times over; each time using varying tactics: the guilt-trip, the disappointment, the anger, the frustration, the empathetic, the questioning, the serious. Over a cautious gradient of time, he graduated from stickers to pencils. My pencils, ironically. Attempting to convince even me that he found them—three of them—on the floor.

He advanced to quarters today, and, in the same fail swoop, I advanced to intolerance. The write-up came swiftly, but it was not unforeseen. Somehow it comforted me to learn that he had stolen elsewhere. Sadly, I should be all the more concerned, but in my newness of teaching, I somehow thought his deficiency of self-control could be related to my neglectful eye—or worse, my ignorance. Alas! His mother notified me of their continuous concern for his behavior: that he’s taken money from a student at the afternoon recreation hall weeks before.

Perhaps my insecurities kept me from the write-up sooner. Or maybe it was learning that he has 5 other siblings at home, mostly sisters. Or maybe it was his brilliance in his writing or his perceptive ability to answer aloud correctly. Or maybe, because in a sick way, I wanted the challenge of out-smarting him. I wanted to beat him in his own game and catch him in the act. But when it rains, it pours and he had overstepped the proverbial line in the sand. As fate would have it, he also confessed on my second round of questioning. In an uneasy contortion of truth, I think I love this little boy… even if he’s the stark opposite of why I wanted to teach in the first place.
